Nepal’s constitution embodies health as a fundamental right of the people. Citizens’ right to health is secured under the right to basic and emergency health care services (CAS, 2015). The Ministry of Health (MoH), in partnership with External Development Partners (EDPs), has been implementing the Sector Wide Approach (SWAp), resulting in continued improvements with remarkable health gains over the past decades.
